Fact
Data, research, existing technology or current law. The statement should lead to a specific source.
Proposal
A solution suitable for a pilot. It needs success criteria, cost and a reversal mechanism.
Experiment
A hypothesis requiring a limited test, special care and independent evaluation.
Speculation
A distant image that sets direction without pretending to be a forecast.
